Jérôme Leblanc

Monitoring, Evaluation, Learning and Innovation Programme Officer - Solidarité, Union, Coopération (SUCO)

Jérôme Leblanc is a passionate evaluator and project designer who has developed his career in the fields of international cooperation and social innovation. With twenty years of experience, he has specialised as an evaluation advisor and coordinator, conducting multi-country and regional evaluations. Jérôme has developed expertise in mixed methods, particularly outcome harvesting methods and the developmental evaluation approach to support innovation. Additionally, he has extensive experience in designing theories of change and logical frameworks/models. Jérôme’s work primarily focuses on international cooperation, urban innovation, early childhood community development, agroecology, and value chain management. He favours collective approaches, impact-oriented evaluation, horizontal leadership, team spirit, humility, and knowledge sharing. He aims to enable collective intelligence through simple yet effective visual tools. Jérôme and Jean-Alexander Fortin will be presenting on “Evaluating Transformative Change: Leveraging Outcome Harvesting in Volunteer Programmes to inform strategic decision-making and improve capacity-building of local partners” in a How-to Workshop Session during the IVCO 2024 Conference.
