Director of Global Volunteer Programmes, Global Civic Sharing (GCS) South Korea

Hyun-Shin Lee is the Director of the Global Volunteer Programme Division at Global Civic Sharing (GCS), an international development NGO with UN ECOSOC Special Consultative Status. She has extensive experience managing international volunteering and youth engagement programmes in partnership with KOICA and public institutions across Asia and Africa. Her work focuses on inclusive volunteering, participatory governance, and disability-inclusive development cooperation. Since the reform of KOICA’s Youth Mid-term Volunteer Programme in 2021, she has been involved in developing volunteer initiatives that integrate local participation, co-design approaches, and youth leadership into international development practice. She currently oversees KOICA’s Special Education Youth Mid-term Volunteer Programme, which promotes an inclusive volunteering model engaging youth with and without disabilities as equal partners. Her recent work explores how accessibility and shared decision-making can be embedded into volunteering programme design to strengthen participation, ownership, and sustainability. She is also engaged in expanding the global visibility of Korean inclusive volunteering models through GCS’s governance volunteering experiences and related research and programme outcomes.
